GL1800 (2001-2017) Information & Questions • Hi Beams intermittent

If I was better at reading wiring diagrams, I wouldn't need your help. But because I'm not very good, here's my question. I ride a 2008 plain (no GPS, no airbag, no heated nothin') Goldwing with a strange problem. My Hi beams most often do not come on with the switch; this implies they do sometimes work, and yes, they will rarely illuminate.
As I read the wiring diagram, one Hi beam is controlled by a relay, while the other directly from the reverse switch. But the Hi beams are both on, or both off. I have changed the fuse in the side cover, and replaced the relay under the seat, neither has fixed the problem. I have split both left and right handlebar switch clusters and sprayed a can of contact cleaner in both the hi beam switch and the reverse switch.
Whether the hi beams work or not, the blue Hi beam indicator in the instrument cluster always comes on when I select Hi beams with the switch.
Because the fog lights are on this same circuit, I checked these lights as well. Sure enough, the fog lights don't illuminate when that switch is selected, and the Hi beam selector is selected off.
The one variable in this problem is the Hi beams have a modulator on them, making the hi beams flash during the day, and steady at night. This was installed on the motorcycle prior to my purchase, and so I have no information regarding their manufacturer, install, or operation.
Can anyone help?
